Economic Freedom Fighters Liberia Slams Government Natural Resource Swap Deal

Dear Commissioner Bachelet Jeria:

 

1.1(a) We write to bring you greetings and wish to avail ourselves of the opportunity to draw your attention and inform you and Members of the Heads of State and Government of the Economic Community of West African States (ECOWAS), the African Union (AU), the UN    and the international community of the current and unfortunate political, social, economic and security development frightfully unfolding in the Republic of Liberia, a member state of the Economic Community of ECOWAS, African Union (AU) and the United Nations (UN).

 

1.1(b) Your Excellency, your colleagues and members of the international community, since the successful holding of general and presidential elections in Liberia and the ascendency of the Government of President George Manneh Weah to power and the presidency in Liberia, thanks to the effort and farsightedness of the Heads of State and Government of the Economic Community of West African States (ECOWAS), the African Union (AU), the United Nations (UN), European Union (EU), the United States, France, the United Kingdom, and Germany, the people and citizens of Liberia have witnessed and enjoyed sustained peace and security.    

 

1.1(c) Liberia and its people peacefully transitioned from the Government of Mrs. Johnson Sirleaf to the George Manneh Weah-led Government owing to the immeasurable and enormous commitment and contribution of the Authority of the Heads of State and Government of ECOWAS, the African Union (AU), the European Union (EU), UN, the United States, the United Kingdom, Germany, and France due to the huge economic and financial support and assistance accorded Liberia and its people. As we speak, regional and international peace and security are maintained and sustained in Liberia and in the ECOWAS Region owing to the incalculable sacrifices and contributions made by the international community.

 

 1.1 (d) Since January 22, 2018 to today, Liberia and its people under the George Manneh Weah-led Government, have painfully observed and are observing that the policies and practices of the Government of Mr. George Manneh Weah, namely the flagrant violation of the laws of Liberia, corruption, nepotism, tribalism and bad governance have drawn Liberia and its people predictably away from the rule of law, accountability, credibility to insecurity and instability in the ECOWAS Region. Consequently, such negative political, social and economic determinants are bound to unsurprisingly threaten the peace, security and stability of Liberia and the ECOWAS Region. We are watchful that the human rights and security of the people of Liberia are today calculatedly violated and compromised with impunity by the Weah-led Government.   

 

1.1(e) We need not remind you and members of the international community that of late and from January to September 2018, the Government of President George Manneh Weah received in Liberia a total of L$16B (Sixteen Billion Liberian Dollars or US$106M, United States One Hundred and Six Million Dollars) to help support and sustain Liberia’s economic health and life. To the amazement and disillusionment of Liberia and the people of Liberia on September 17, 2018, Mr. Frank Musah Dean, Minister of Justice & Attorney General of Liberia, wrote and officially announced that indeed, L$16B or US$106M printed by the Government of Liberia and brought into Liberia and received by the authority of Liberia, disappeared. In addition, Mr. Eugene L. Nagbe, Liberia’s Minister of Information also confirmed and informed Liberia and the world that undeniably the L$16B or US$106 couldn’t be found though destined for Liberia.

 

1.1(f) To assist with the investigation and establish the whereabout of Liberia’s missing L$16B or US$106M, the George Manneh Weah-led Government immediately went to the Monrovia City Court of Liberia, prayed for, obtained and served a writ of Ne-Exeat Republica on the following officials of the Central Bank of Liberia (CBL) to prevent them from hurriedly fleeing Liberia. The purported people of interest listed under the Writ of Ne-Exeat Republica are:

 

 

1.1(g) To the shock and frustration of the people of Liberia and while the Writ of Ne-Exeat Republica was issued, served and pending before the Monrovia City Court, Mr. George Manneh Weah, the President of Liberia and Mr. Nathaniel R. Patray, Governor of the Central Bank (CBL), officially took to national and international wires and declared to Liberia and the world that no money was missing in Liberia and that infact the L$16B or US$106 allegedly missing and whereabout unknown, were infact received, recorded and deposited at the Central Bank of Liberia. It must be noted that President Weah and Governor Patray only declared that the L$16B or US$106 was received and lodged at the CBL only after the US Federal Reserve placed a freeze on all banking activities of the Central Bank of Liberia and Liberia (CBL) on Oct 1, 2018.

 

1.1(h) Africa Center for Law, ardently contends that although the Weah-led Government declared that Liberia’s L$16B or US$106 is found, the real people of interest against whom the Writ of Ne-Exeat Republica needs to be issued, served and they be stopped from fleeing Liberia:

2.   Former Vice Governors of the Central Bank of Liberia

3.   Former Managing and Deputy Managing Director of National Port Authority

5.   Former Minister of State and Chief of Staff to the President

6.   Mrs. Ellen Johnson Sirleaf, former President of Liberia

8.   George Abi Jaoudi-Business Associates of the Johnson Sirleaf-led Government

9.   Mr. Charles Sirleaf, Vice Governor and Key Signatory at the Central Bank of Liberia

10. Immediate Past Ministers of Justice & Attorney General of the Republic of Liberia[1]

 

B)  People of Interest in the George Weah-led Government with Statutory Responsibility

1.1(i) In light of the unprecedented level of property theft and fraud reportedly committed by the Weah-led Government, Africa Center for Law and Human Rights is appealing to the Governments of the United States, the United Kingdom, Germany, France, the European Union (EU), the UN and all friendly governments to target, take custody of and freeze the individual and separate accounts of all the people of interest listed and named in this letter and sanction and deny entry to all officials and former officials of the Johnson Sirleaf and George Manneh Weah-led Governments until the L$16B or US$106 reportedly declared missing by the GoL are found and deposited in the vaults of the Central Bank of Liberia (CBL).

 

As the United States’ State Department publicly states, corruption saps economic growth, hinders development, destabilizes governments, undermines democracy, and provides openings for dangerous groups like criminals, traffickers, and terrorists. So, the world needs to work together to assist Liberia and its people to fight to stop corruption, fraud and waste in Liberia.

We depend only on the international community to help us Liberian in this difficult situation especially under this Weah led government. The Economic freedom fighter of Liberia is doing it best to insure the economic slavery comes to an end.
We as Liberian looks foward to a brighter and better decision from the requisite authorities that will bring smile to Liberians again.
